[Sparkle] zh_TW localization update for Sparkle 1.1

Hi Jack,

I already updated the zh_TW translation few months ago. I'm not sure
if you checked the latest version in svn. Please check it out. If you
think there's any string not good enough, feel free to mail me.

Not only for Sparkle, I think we can cooperate in localization for
zh_TW of Mac software in many ways. :)
