[Sparkle] zh_TW localization update for Sparkle 1.1

Dear Sparkle developers,

Thanks for making this useful and popular framework for Mac software
developers. Thanks.

I found several new strings in zh_TW folder need to be translated and
some old strings need to be modified. Therefore I volunteered to
update the Traditional Chinese language pack. If possible, would you
please integrate the latest zh_TW pack into the framework? This would
make the applications using Sparkle framework have complete translated
update interfaces.
